Chandigarh: Haryana govt on Wednesday launched a major governance and regulatory reform initiative, announcing a centralised digital repository for all state laws, rules, policies and official orders, along with a review of outdated regulations.
According to directions issued by chief secretary Anurag Rastogi to all administrative secretaries, the proposed online repository will serve as a single platform for state acts, departmental rules, executive orders, circulars, notifications, municipal regulations and other key govt documents. The platform will feature an integrated search facility, enabling easy access to authentic and updated information.
The repository will classify documents sector-wise, subject-wise and according to the latest updates, ensuring greater transparency and accessibility. To expedite the process, departments have been directed to submit editable soft copies of all laws and regulations under their jurisdiction by June 25 for uploading once the portal becomes operational.
Alongside digitisation efforts, the govt has initiated a large-scale review of the existing regulatory framework under Priority Area-22 of its reform agenda.
Departments have been asked to identify obsolete, duplicative and unnecessarily complex provisions for amendment, repeal or rationalisation.
The review will be guided by six reform principles aimed at reducing compliance burdens and simplifying governance. These include restricting licensing requirements to high-risk activities, promoting self-registration systems, granting lifetime validity to licences, shifting towards outcome-based regulation, encouraging accredited third-party inspections and implementing risk-based inspection mechanisms.
All departments have been instructed to complete the review and submit detailed action-taken reports by July 3.
