IRCTC orders food vendors to produce bill; else, passengers to get food for free

If you want to get free food while travelling on an Indian train, you should pray that the food vendor refuses the bill! As per the reports, the Indian Railways Catering and Tourism Corporation (IRCTC) has declared that passengers should not pay food vendors if and when they are unable to provide authentic bills.
This move by IRCTC is a way to put a curb on fraudulent vendors, and will eventually help to satisfy travellers with the quality of service in Indian trains. This will also help in reducing the number of unauthorised vendors in the Indian Railways. So yes, if a vendor refuses to produce a bill, you can refuse to pay.

IRCTC employees have been making announcements regarding this new rule at railway stations as well as inside trains to make travellers aware of the new move.
According to an IRCTC official, every item sold at IRCTC has a fixed price, which includes water. So, when the passenger asks for a bill, it is an easy way to figure out where the vendor is from IRCTC or not. Every train has a train captain, whose number will be made public during the journey, and you can lodge your complaint with this person in case you come across a vendor who is refusing to give bills.
