Dibrugarh: In a move to address growing traffic chaos and public safety concerns, the office of the co-district commissioner, Duliajan, has declared the road stretch from the Daily Bazar area to Tipling Tiniali in the oil township a “no-parking zone” for all heavy and commercial vehicles with immediate effect.
The order issued by co-DC Duliajan Ankur Das on Friday comes in pursuance of directions issued by the Supreme Court in a Writ Petition (Civil), which had called upon all state and district administrations to strengthen road safety measures, remove traffic hazards and strictly regulate the parking of heavy and commercial vehicles in public areas.
The order follows reports from the district transport authority, Duliajan traffic police and local administrative authorities that indiscriminate parking of heavy vehicles along the busy stretch was causing severe traffic congestion, obstructing pedestrian movement and significantly increasing the risk of road accidents. The area in question is a densely populated commercial area that sees continuous footfall from schoolchildren, college students, and daily commuters.
Under the order, no heavy vehicle, including trucks, trailers, tankers, dumpers and other commercial transport vehicles shall be parked or allowed to remain stationary on the stretch, except under emergency circumstances duly permitted by authorities.
Violators will face penal action under the provisions of the Motor Vehicles Act, 1988, and other applicable laws, including towing and seizure of vehicles and imposition of fines and penalties. Additionally, PWD authorities have been directed to install adequate no-parking signage along the stretch and undertake public awareness measures to ensure compliance.
The move has been welcomed by residents and commuters who have long complained about the daily gridlock caused by heavy vehicles occupying the stretch for extended periods.
