RAIPUR: Chhattisgarh unveiled ‘ten revolutions’- a digital leap in registry and revenue Services aimed at overhauling its registry and revenue processes. Chief Minister Vishnu Deo Sai on Saturday launched an initiative to simplify, digitize, and bring transparency to services often seen as complex and bureaucratic.
It is a move to overhaul what was once considered a cumbersome and opaque process.
Officials said that Chhattisgarh government has launched ten revolutionary reforms in its registry and revenue departments to make property registration and revenue services simpler, faster, and more transparent—ushering in a new digital era in public administration.
“This is not just one reform—it’s a revolution in ten parts,” declared the Chief Minister. “Wherever this word has been used, it has brought positive change—and Chhattisgarh is now leading the way with ten transformative steps.”
Aadhaar-Based Authentication – No More Witnesses
Registrations will now require only biometric verification via Aadhaar, eliminating the need for two physical witnesses. This move ensures tighter control over fake documents, fraudulent transactions, and property grabs.
Online Document Search & Download
Citizens can now search and download property documents online by entering the khasra (survey) number—no more queuing at the registry office for basic information.
Digital Encumbrance Certificate
An essential document that shows whether a property is free from loans, claims, or mortgages can now be accessed online in just one click—doing away with long manual procedures.
Integrated Cashless Payments
Stamp duty and registration fees, once paid through two separate steps, are now unified under a single digital platform. Payments can be made via UPI, debit/credit cards, or net banking, eliminating cash hassles and challan confusion.
WhatsApp Notification Service
From slot booking to final registration, users will receive real-time updates through WhatsApp, improving communication and user engagement.
DigiLocker Integration
Registry documents will be automatically stored in India’s DigiLocker, making them easily retrievable, safe from physical loss, and legally valid.
Auto Deed Generation
Upon entering property details on the official portal, the sale deed will be auto-generated. It will be verified and stored in digital format—streamlining the registration workflow and reducing errors.
At-Home Document Creation with DigiDoc
Using a simplified digital platform, citizens can now create legal documents like affidavits, rent agreements, and contracts from home, complete with digital stamps—without needing legal expertise.
Home-Based Registration – A First in India
This reform allows full property registration to be completed from home. Users can generate documents, purchase e-stamps, and submit paperwork online—ideal for senior citizens and persons with disabilities.
Auto-Mutation – The Historic Final Step
Perhaps the most significant reform, auto-mutation will update land revenue records automatically after registration. Previously, buyers had to wait months—or even years—for name changes in revenue documents. With this reform, the new buyer's name is updated instantly upon completion of the registry process.
“These ten steps are not just administrative changes,” said CM Sai, “they’re a promise of accountability, efficiency, and empowerment for every resident of Chhattisgarh.”
