After all, the governor''s 50-acre estate receives a host of VVIPs all year round, including the Prime Minister, who generally stays in its salubrious surroundings during his visits to Mumbai.

Now, with governor Mohammad Fazal himself permitting the construction of a 14-storey building inside the Raj Bhavan premises, there is concern that the floodgates have been opened for the development of skyscrapers around the high-security complex.
