PANAJI: A 34-year-old Russian national died in a police vehicle as he was being shifted to the Institute of Psychiatry and Human Behaviour (IPHB), Bambolim. Police said that doctors at primary health centre (PHC), Tuem, suspected drug consumption.

Deputy SP Rajesh Kumar said that Pernem police received a call at around 6.30pm on Friday stating that a foreigner is "creating a nuisance" at Mandrem. Police immediately reached the spot, and the foreigner was taken for a medical examination at the PHC.

While he was being taken to the judicial magistrate, he became non-responsive on the way,” said North Goa SP Nidhin Valsan, who added the Russian was half-naked. “He was immediately taken to the health centre, where he was declared “brought dead”. We have submitted a report to the judicial magistrate and deputy collector.”

Valsan said that “police personnel were protecting and giving him necessary help”. He said they are informing other authorities about the incident.

Pernem police registered a case of unnatural death, and further investigation is in progress. Police also said the body has been preserved at GMC for a postmortem which will be conducted after the Russian embassy is informed and his family gives permission.
