NEW DELHI: Three months after lieutenant governor VK Saxena ordered an internal inquiry into alleged irregularities and embezzlement in which salaries were paid to ‘ghost teachers’ in Delhi government schools, the education department is yet to submit the details to his office. Out of 13 districts, the deputy director education (DDE) of only one — south-east — has given his report. The vigilance department has asked the DDEs to speed up their reports now.
In September, the DoE director had been advised to verify the ‘engagement, physical attendance and withdrawal of salaries’ of guest teachers and submit a report within 30 days. However, a circular issued by DDE vigilance on December 9 stated that there had been no movement in the matter.
“As per the officer letter on November 3, all DDEs were conveyed that joint director (administration) shall convene a meeting on November 7 to discuss the status of zone-wise committees to verify ‘irregularities in engagement’ of guest teachers and embezzlement of government funds. All DDEs were requested to attend the same along with complete reports on the matter. But even after the lapse of a considerable period, no DDE (except DDE south-east) has submitted the report,” stated the circular.
The LG had also ordered the anti-corruption branch to investigate two serving and two retired principals in an alleged case of embezzlement. As per the order, the two had paid more than Rs 4.2 lakh to three guest teachers between 2016 and 2018, but none of them was appointed.
The vigilance department circular added, “Since the final report is required by the department of vigilance on the direction of the LG and is to be furnished, all DDEs are requested to submit it.” There are about 22,000 guest teachers working in over 1,000 Delhi government schools.
