CHANDIGARH: Democracy doesn���t come cheap. The high expenditure in assembly and parliamentary elections may be getting many people to reach that conclusion. But to understand the full extent of the role money plays in the poll process one must look at the ���grassroots��� panchayati raj institutions (PRI) elections. It has been found that expenditure on the PRI polls in Punjab this year may have touched Rs 1,000 crore.
Researchers at the Centre for Research in Rural and Industrial Development (CRRID) have used an earlier study to reach the conclusion that panchayat elections alone may have cost the candidates Rs 600 crore with money being spent on liquor, sweets and soft drinks.CRRID researchers, Dr Kesar Singh, Parampal Singh and Paramveer Singh have reworked a study conducted during the 2003 PRI elections when expenditures had come up to around Rs 3.63 lakh per village adding up to Rs 478 crore for the entire state.
