MC tweaks tender norms to attract bidders for C&D plant
Chandigarh: After three unsuccessful attempts to find takers, the municipal corporation (MC) has revised tender conditions and floated a fresh bid to run the Construction and Demolition (C&D) waste plant under a revenue model, hoping to finally attract bidders.The changes follow a pre-bid meeting convened to understand why firms stayed away from earlier tenders. “Based on suggestions received, we have made minor changes in terms and conditions and related aspects. The tender has now been floated and will be opened in the coming days. We are hopeful of a response this time,” MC sources said.The project has been structured as a revenue-generating model for the first time, requiring the successful bidder to pay royalty on the sale of recycled products—an aspect bidders earlier flagged as financially unviable.Under the proposal, the plant will be given on operation and maintenance for five years, extendable by two years based on performance. The request for proposal (RFP) covers collection, transportation, processing and disposal of C&D waste, along with manufacturing and sale of recycled products and by-products.
